As you mentioned, this could be a painless transition we could handle in 
the next couple weeks if we can ensure
the Mars builds will not be compromised.

Not having Gerrit really makes it more difficult for us to contribute 
patches, and more difficult for committers to review them. WebTools is now 
the most difficult project to contribute to! What are the concrete plans 
to change that?
See my mail from October on this topic. Just enabling Gerrit without 
necessarily forcing its usage is just a matter of requesting it to 
webmaster and updating a remote URL for push (read-only consumers such as 
build can keep current URL), nothing dangerous, and it can be done in a 
couple of days.
IMO, it would be great if this could become a non-code aspect of upcoming 
Mars release.
