Komodo is far too slow and I wouldn't touch it with a bargepole. There is a Elcipse Ruby plug-in, but only supports upto Ruby 1.8.2. for de-bugging.
I just use Scite (bundled txt editor) which integrates well with the interpreter, and irb. They *may* be a project explorer somewhere that you could add to Scite
No nothing about Rails, but I am on the London RailsConf in September
