My define an involved parent as:

one with joint custody / regular visitation  (should furnish court documents
active in terms of making regular financial contributions via child support
and/or agreement with           the custodial parent (in which case receipts
should be furnished and notarized agreement)
within reasonable travel distance to the child

Dependent upon your state you may verify child support amounts received and
paid online.  NJ's state website provides info on each case.  The only
information required is the case number and the social security number of
the custodial or non-custodial parent.

Just thought some feedback on this topic might be helpful. How do you define
involved parents? Regarding the new guidlines on custodial parent. How
involved? Joint custody/ Visitation rights? Pays childsupport and no
visitation? No child support but lives in same house? What are the thoughts
