Maybe you should post on a mailing list for those responsible for serial and USB devices, since the limitation is in theirs hands. It's not a wwan problem, all USB serial devices, including keyspan US-19HS USB serial adapters are limited to 512kbps. It might be adjustable with a kernel tunable.
