Search for "manifest" throughout the specification and look at the fifth paragraph of the second subsection of #offline which is quite explicit about this. I don't see how this is a review of the relevant note. This seems more like an opinion on whether the HTML5 specification should contain those features, but it is good to know that you consider those features to be out of scope, thanks.
