This is a normal plugin - just like the other plugins installed - and it's unlikely there will ever be an "official" plugin. I assume the author just didn't bother to add the appropriate flag. And as I said: I did look at the code and it's a fail or work thing: Either the hooks work or the they don't. Also there are no comments about the plugin not working, something that normally happens pretty quickly.
