I really wanted PHP 7 because it really did improve speed, but just
installed PHP 7 onto 15.10 to get it now. All is good.

At this point I'm reverting to 15.10 so will need to continue this
experiment a few months from now. Apache 2.4.21 was working and five hours

all the processes and restarting wouldn't fix. A reboot did but obviously
I don't want to be rebooting the server all the time so I am going back to
15.10. I made an image before I upgraded. Going to wait a few months for
it
to stablize and try again.
It mostly is a good advise to wait for 6 months with Ubuntu dist-upgrades to
allow it to settle.
Esp. if the LTS is released at a stage where Debian unstable is an open
construction site.
