I had managed in the past, after some wrestling as Spencer says, to have
1.8 (I think it was 1.8) running with Xalan. But I could not repeat the
feat (lack of time and differences between versions) with 1.10. Mainly I
did some hacking on configuration files. At that point it was clear to me
that no way I could get through just depending on the fact that cygwin
platform was supported.

I think this is an important issue that should be addressed as a bug.

If I find some time this weekend and you are interested I could send the
things I did back in 1.8 but I guess the info would be a little bit
outdated.
