I have tried encoding with iso-2022-jp in SAXON the same stuff works fine, but in xalan it is not seems to be working I have tried iso-2022-jp, SJIS, Shift_JIS.
 
Has you have asked I have attached the my source for your ready reference.  Please do the needful

Xalan's internals work in UTF-16, which should handle any Unicode
character. The only issues should be in the parser and serializer. If
you've specified the encoding correctly, and used only characters supported
by that encoding (and/or uses numeric character entities for characters not
supported by the encoding). and the encoding is one that the parser and
serializer support, it all should work.

Don't forget that if you use Japanese characters in the XSLT stylesheet, it
too must use the proper enodings or character escapes.

Try running your sample files through one of the parser's parse-and-print
sample programs, to make sure it's handling them correctly. If it is, post
a minimal example that demonstrates the problem, so we've got something to
diagnose...
