Named decimal-format found across imports, but not default

I'm not sure what your intent was here, but the testcase appears to be invalid 
as it currently stands. 

Numberformat45 and 46 currently throw an exception teling us that the format 
string "000.000,###" is malformed. This string is described as using Java's 
syntax, and according to my copy of the Java docs "," (grouping) can appear only 
within the integer portion, not the fractional portion.

Please check the testcase and either correct it or clarify your intent; that bad 
format string seems to be masking the thing you really want us to look at.
