The role of the comma is redefined in an imported (45) or included (46) file. Had that <xsl:decimal-format decimal-separator=',' grouping-separator='.'/> declaration included a name, it would have been in effect in the main file. Without a name, it's not seen by Xalan, but the proverbial "other leading brands" do see it. Don't underestimate the deviousness of our test cases!
