Named decimal-format found across imports, but not default

The fact that an error is being raised reveals the bug! The role of the comma
is redefined in an imported (45) or included (46) file. Had that
<xsl:decimal-format decimal-separator=',' grouping-separator='.'/>
declaration included a name, it would have been in effect in the main file.
Without a name, it's not seen by Xalan, but the proverbial "other leading
brands" do see it.

Don't underestimate the deviousness of our test cases!
