generate-id() doesn't work correctly while document hopping

I agree with both David and Santiago that there's nothing in XSLT 1.0 that 
states that there are circumstances under which a reference to the document 
function must return the original document.  However, I don't find the first 
sentence of 12.1 to be worded strongly enough to be able to state definitively 
that a reference to the document function must not return the root node of the 
main source document.  I think a clarification is needed.
