I think you're really asking for committer status. Becoming an ASF Member
[1] is something quite different.

If you have an alternate proposal for sustaining the project I'm sure the
board would be willing to hear it. The Attic [2] isn't necessarily the end.
I think technically you could try to reboot the community by taking the
project through the Incubator [3] or reforming a new PMC.

I do find it rather odd that neither the mentor or student of the GSoC
project [4] that were accepted this year have commented at all or even
acknowledged the work they're doing on this list. A GSoC student working on
a project in the Attic doesn't make a whole lot of sense. Something the
comdev folks should probably be concerned about.
