So what I think you're trying to do is pass in the URI of an XML file
as a parameter to your transformer.  So all you really need to know is
how to specify relative versus absolute URIs.

This is all in the RFCs, although kind of cryptic.  Basically you can
just specify the relative local path (using all forward slashes, never
backslashes), without the file: scheme or any leading forward slashes.

Absolute: file:///d:/dir/file.txt
Relative:  ../sisterdir/otherfile.txt
Relative:  fileInSameDir.txt
Relative:  subdir/otherfile.txt
