For an angle on this that has gotten a lot of play on the Mulberry XSL list, see http://www.topxml.com/xsl/articles/fp/. AFAIK, the XSLT/XPath WG has -- to date at least -- rejected the idea of including higher-order function support in the 2.0 cycle.
