Suggestion: Try running the stylesheet from the command line to generate your HTML markup, load that into Netscape, and see if you get the same problem. If you do, the problem is in the HTML being produced, and if you can get that fixed you should be able to see how to fix your stylesheet.
(I don't tend to work with the style= attribute, so I don't have any opinion on the sample you showed us.)
