But had at least one flaw until last night: if you're building in "build directories" instead of the source directory, there was a mistake that would allow an installed shapefil.h to be found and used instead of using the one in the source directory. I found that last night because the other effect was that if you were using build directories and there *was* no installed shapefil.h, it would fail. You didn't notice it because you build in the source tree itself, and I hadn't noticed it until last night because I'd been building on machines with shapelib installed.
