My preference for hand-held and embedded devices... at this time and subject to change... is SQLite and adding a geoprocessing layer, probably based on GDAL, in.

PostgreSQL w/ PostGIS has definitely the best GIS support of the options
mentioned here, but I'm afraid the memory and cpu footprint is way out
of range for most hand-held devices.   I'm afraid even MySQL is too
resource hungry for those.
