It means that I had done the  "chmod" as was given in the instructions

Most Linuxes changed a while back to create needed devices each time
it boots.  If you changed ownership and/or permissions on a device
manually then it will have the default permissions/ownership next
time you boot again.

The way to fix this is to change the config files for udev
(/etc/udev/ directory on my system) so that the scripts that create
the device do the "right" thing.
