I can think of a fourth, but it might be problematic: Download the OSM Shapefiles to disk (whole world). Set up a WMS server for them. Attach Xastir to said server. If someone had some serious bandwidth available and we could somehow limit the users to mostly Xastir users, it might not be too bad running such a server. Even cooler yet would be a round-robin DNS address that would load-balance (somewhat) between many such people providing this service. Just throwing it out there.
