Hosting a debian/ tree in CVS is a good idea. I do that with several of my other projects.
But don't include it in the tar.gz ... I've learned that this makes life a little difficult for Debian developers, since their packaging patch relative to the tar.gz has a removal of the upstream packaging work first.
