Arrgh. And here I was thinking that the configure Tom was reporting was Xastir's, not libgeotiff's. DUH. Yes, you can't build libgeotiff if you don't have TIFF libraries installed first. Install those, and be sure that the install includes headers as well as libraries (i.e., if it were linux, you'd install -devel or -dev packages as well as the library package. YMMV on Mac.
