If I can weigh in with some observation about the sample packets?

I downloaded the file and loaded it into Audacity. When listened to, the first packet is noticeably noisier (crackly hiss) than the second packet (quite clean) and, when viewed in spectral view, the extra noise on packet one is visibly noticeable as increased high frequency and other noise. The second packet is much cleaner in spectral view, and audibly.

I would say those two packets sound fairly decent but they don't sound like
100% standard packets.  Do you know what's sending them?

PocketPacket on iPhone with a baofeng radio was sent through no antenna to
simulate a weaker signal. The only reason I started testing this stuff was
because I noticed I was not decoding a large amount of packets I was
hearing, and they didn't seem to have a huge amount of noise on them.

  Here is a MP3 file of two packets. The first one was not decoded and the
second one was decoded by sound modem. They both seem pretty clear noise
wise however, and I want my station to decode as well as possible when it
is put into use.

I am using speaker audio from an alinco dr-600.
