Download the .shp.zip file(s) for your state(s) here: http://download.geofabrik.de/north-america.html. The .osm.pbf and osm.bz2 files will not work, but the shapefiles contain much of the same data just in a different format that will work in xastir. Then extract the zip file using the GUI or command line. There should now be a bunch of roads.* files as well as many others. The OSM_Cloudmade_highway.dbfawk file is included when you install xastir! It didn't come from Cloudmade, as it's just a small plain text file with a funny file extension. The xastir developers created it. Look in /usr/share/xastir/config/ or /usr/local/share/xastir/config/ for it. It's likely in one of those two spots depending on your system. Oh, the above will only get you roads. You will not get water, points of interest, etc until someone looks into the structure of the other shapefiles and determines what, if anything, needs to be done to the other dbfawk files. I've not tried them, and I do not have the time to do this for a while, and probably not the expertise to fix any major issues either! Hopefully that gets you headed in the right direction.
