Make sure Auto Maps is turned off. You may be loading multiple map sets and the
last one loaded wins.
For raster maps you typically want to only load one. You can then load vector
maps on top of it.
For vector maps you can load multiples because they don't cover each other up.
It could be something else entirely that's causing your problem, but check Auto
Maps first.
Map -> Enable Auto Maps -> OFF
Make sure when you're learning Xastir you only check one map at a time in Map
Chooser. Once you get the hang of it you can make map stackups that are more
complicated.
