Encryption over the internet should be all but trivial to implement - and fully legal (in the US at least) as well.

However, any and all of that traffic would have to be blocked from going out any I-gate - somehow. In order to go out on RF, it would first have to be decrypted and then transmitted in plain text. Chances are, it'd then be picked up by another I-gate and wind up on the APRS-IS un-encrypted anyway. No real value to encrypting it after all.

Maybe a better question would include your desired goals and/or concerns. Then we might brain-storm up an idea that'd meet your needs.
