imo and any previous/other repo maintainers is that we aim to only have one
addonplugin for each website.
occasionally it can happen that there are two however this can and will
become confusing for users/us.
it is preferred that devs in these cases work together on just fixing the
broken one and send that to repo.
should the original dev have abandoned his addon you can become the new
maintainer. this of course if the original dev have given his ok or if he
hasn't let anything hear from him after several contact attempts.
