Let me shim in with some evil thoughts :)
Say you add blocking.
Some random a*hole come along and modifies your script to removes the
blocking again, bumps the version and submits it to any of the random
&^*%*$ containing repos. Addon simply updates to the version without
blocking.
As you see it's so easy to bypass.
Only option would be some cert signing or whatever check that can't
easily be faked to prevent updates from unofficial sources.

Team-Kodi
When Adding some Message like "Your are Using Illegal Addons...." ,
They would Clone it. But they have to maintain their Source,on every
Update . The Boxes are sold because you sell it an dont have any work
anymore. So Work has to be done
They also have to remove the offical source, because when an new
Version arrives in kodi.tv the Message would reapear.
Its not Perfect. But it would mean Pain in the As for The hackerboxes
and the possibility to inform the User thats Illegal
for those who haven't noticed, in kodi krypton users will have to
explicitly enable the option to install addons/repos through zipfiles.
and they will be presented with a warning when they enable that option.
https://github.com/xbmc/xbmc/pull/8857
team kodi has also evualuated other/additional ideas to discourage the
use of piracy addons,
but at this point we would like to maintain our neutral stance. we don't
care about what addons people use.
cheers,
