It looks like you need to set up a cron job to call rinv and then save the 
date somewhere.  Do you know you can add your own tables to the xCAT DB? 
Take a look at  /opt/xcat/lib/perl/xCAT_schema/samples/Sample.pm
Then you can use xCAT's functions/commans (like tabch, tabdump) to add and 
retrieve the date from the table.

Is there any way to obtain historical data about power usage by a PERCS 
rack?

The rvitals command shows me the relevant current data, but I need data 
from the past few days/weeks/months.  Is such information stored anywhere 
(database, system file, ???) by default, or do I need to set up a 
script/cron which will capture this data periodically for me?
