Thanks for all the responses. I'll add upgrading xcat to my short list for sure. Based on what Jared said, it seems like the issue has been addressed in newer versions. I managed to fix it another way though.
I never noticed before, but xcat passes in the boot device and mac as a kernel boot option (ifname=<interface>:<mac>). I added some code to genimage to add some code to the init script on the initrd to parse that and rename the interfaces using nameif if the current eth0 mac doesn't match the mac address passed in.
