site.sharedtftp only affects where the tftp files are stored. If site.sharedtftp=1, the tftp files for the node will be stored on the management node. And when the xcatd starts up on the service node, it will mount /tftpboot directory on the mn. If site.sharedtftp=0, the tftp files for the node will be stored on the management node and the service nodes as long as they are on the same subnet as the compute node. When xcatd on the service node starts, it will not create the mount for /tftpboot directory.
So in your case, you can restart the xcatd on the service node, everything should work.
