What privileges does your zHCP have? xCAT should invoke the CP send (to IPL) & purge (to purge the reader) command if the zHCP has class C & D privilege or at least access to it in a custom privilege class. The xCAT_Commands_IUO is a API for xCAT that is planned for newer releases of z/VM.
