The code first looks to see if a file on the zhcp is newer than 5 minutes, and it will use that; otherwise it will call SMAPI to get the information.
There may be something else off, maybe the zhcp is getting low on space to create the information. Are you at the latest service level? There are some exits described in the SMAPI book that you can use to clean out space on zhcp and xcat startup.
