I saw there's a repodata directory in the
https://dl.fedoraproject.org/pub/epel/7/x86_64/, so I think the use this
url as a yum repo should work directly.

        Is there a way to include packages (like torque-client) that are in
        the EPEL repository when generating a stateless image with
        genimage? I see that there is "otherpkgs" that allows us to create
        our own repos but it looks like I'd need to sync the EPEL repo
        locally in order to do this.
