The vendor's firmware is acting fine, there's nothing it could do to get the boot to progress as is. If you did xnba style booting legacy, a similara thing would occurr. The issue is we started doing xnba as a way to reduce tftp compared to pxelinux, and when UEFI came along we were already quite attached to http-booting so we only did an xnba- style UEFI.
