Sorry, I can only be of limited help here. For us, this problem happened
outside an xCAT context; the bad network configuration came from a
Satellite Server. The root cause is likely similar, but the troubleshooting
steps are going to be very different.

You should carefully look at the grub boot loader that gets loaded by PXE;
probably via TFTP. This is where the kernel gets its network configuration
from. In my case, the problem was that the default gateway was wrong - I
had accidentally specified 10.x.y.0 instead of 10.x.y.1. But it could be
any of the network parameters. Or, of course, a different problem
altogether. And I heavily relied on features in Satellite Server to
troubleshoot it, so my troubleshooting steps won't help you.
