There have been reports of this in various discussion groups, one suggestion is to plug in a mouse and move it around to help the kernel gather enough entropy for the random number generator. Another suggestion on the rhel support site (beyond wait for the fix in rhel8.3) is to add random.trust_cpu=on to kernel command line options. This requires rdrand support listed in /proc/cpuinfo to work.
