That's what I thought. man(5) localtime and man timedatectl set-timezone (on CentOS) mention the link handling. I'm not aware of a case where the file is a regular one. A user has just pointed me on a software which notices and complain about that.

I'm not really sure of the side effect or not a the file not being a link.
