Apple's EULA expressly forbade running OS X inside a VM for just about forever. 
Then, back when server was a $500 thing, they changed it to allow running the 
server version in a VM. At the same time, the folks at VMWare made sure it was 
easy to do so. I have no idea what the current EUAL says.

Whether you believe that Apple actually intends to bar developers from running 
prior versions in a VM for development purposes, or whether you would care if 
you did believe that, is up to you...
