Are you kidding? The latest versions of Xcode have forever, since before the dawn of the MAS been on the developer site either as direct downloads (mostly betas, GMs and full releases for a few days after release) or by following any of the links on those pages to https://developer.apple.com/downloads/index.action?name=Xcode <https://developer.apple.com/downloads/index.action?name=Xcode> and downloading.
