I removed the docsets again and also removed Xcode's download cache. The docsets definitely got downloaded fresh but I don't get local help, content in the help viewer always comes via network. When I turn off the network, help is unavailable. Also, Xcode doesn't output any errors or warnings on the console.

This is new in 6.1.1.
