help, content in the help viewer always comes via network. When I turn
off the network, help is unavailable. Also, Xcode doesn't output any

This is new in 6.1.1.
Just to confirm that it happens for me. I upgraded to 6.1.1 and
downloaded the docsets when I was in a location with good, cheap
internet, but I get no documentation shown in Xcode unless I'm connected
to the internet (at a slow speed and high price).
