It is stored at the project level so far as I can tell.  I open a project, 
start the debugger, and then click on the gauge icon to close the gauges.  Then 
every time I debug using that project the gauges will stay closed.  There just 
isn't a separate project level setting for it, the closing of the gauges IS the 
setting...
