Not just that. It restricts your development machine to hardware that’ll run
the older OSX’s.

So of course, that brand spanking new iMac with its 32GB RAM and fat 27” retina
screen I recently paid out for is playing second fiddle to my old 2009 MBP,
which will happily run everything from 10.5 to 10.11 (the older the version of
OS X, the happier - or in fact, cooler - it runs).

At least I had the foresight to buy the iMac right before 10.11 shipped,
realising that buying a week later would reduce its usefulness for development
purposes.
