First of all you have to be eligible for the B2B store, which means the customer must be in the Volume Purchase Program and be in one of the countries supported by it, and I don’t know what the list of those currently is.
If you get all that stuff lined up you can then make an app for the B2B store which isn’t available publicly, but only to the VPP customers you select and who pay for it, Apple still gets to approve the app and they still get their 30% cut. The purchaser buys them from the VPP store, they get a load of redemption codes for the app and they can give them to each user individually or use an MDM solution if they have one to install them on the devices. There are some complications about whether the app then gets registered to the user account of the user installing it or not but I don’t remember them.
