Well, the short answer is NO. We just found out the HARD way, after half of our development iPhones were upgraded, that iOS 9.3 requires Xcode 7.3 which requires OS X 10.11! So we are forced to either upgrade to a version of OS X that breaks much of our USB device support, or mothball half of our iPhones until such time as Apple figures out how to un-break whatever they did to screw up USB device support in El Capitan. (It's still quite broken as of 10.11.5 beta, even though they closed the bug reports saying "Fixed".) Unbelievable.
