You should be able to download and install them from Xcode itself.  In Xcode 
7.3 Preferences, the Download tab has been replaced by a Components tab (with 
only the simulators and documentation). Xcode will download and install the 
command line tools automatically, and you can see the version used in the 
Locations tab.  Mine uses the command line tools from Xcode 7.3 (7D175).
