what exactly do you mean by sparse?! We are using most of the data from the openstreetmap.org project (cities and roads) and some from VMAP0. A XCM file is basically a zip file which includes most of the data. Topology data is saved in so-called Shapefiles and those are listed in the topology.tpl file. You should have a look at those when you want to start importing other data too.
