There's no way one can simply subscribe to a forum and use is as a mailing
list, is there?
I subscribed to some of the forums, but all I get is a notification that there
is a new message, but I can't see the message without going to the forum, or
reply to it directly.

This sort of strategy is useful when a website wants to attract visitors and
keep them on its site, but the XCSoar project stands little to gain in terms of
advertising revenue. I do see a lot of people using the low-tech forum
interface. It's just sad that there is no adequate integration with mailing
list (and/or usenet) for busy people with many projects to juggle. (Google
Groups has it right.)
