Dell in the USA was happy to unlock my Streak 5.

I e-mailed unlockcoderequ...@dell.com, explaining that I purchased the Streak 
off-contract and second-hand, providing the IMEI number.  When they replied 
that it was a carrier-locked device, I said that AT&T told me that it was 
"unlockable" and eligible, but that they didn't have a code.  AT&T replied with 
an unlock code that worked fine.  This was about a year ago.

That said, I don't actually use the Streak with a SIM card - I just want the 
option.
